The World Health Organization (WHO) road fatality data, WHO mortality data and per capita gross national incomes, needs regular review and update as the risk profile changes.


It is therefore becoming of very importance that all road journeys undertaken in places where roads are identified as high-risk must be managed to ensure that prior action is taken to alleviate the risks. Many invest into Road Journeys Risks Management should only be undertaken where deemed necessary for the achievement of business objectives and in absence of any safer journey options.

Organisation investment into development of the Road Safety Management Plans includes documentation of identified risk factors and corresponding justifying measures on particular routes.

IRSFM recommends that before commencing a journey a process should be in place to recognise hazards and inform drivers before commencing a journey. It should, on a timely basis, review the appropriateness of the route besides driving safety rules and regulations should be in place and enforced.

Factors being consider while preparing Journey Risk Management Plans are
Road condition, road shoulder, terrain, geometric faults, black spots, accident frequency prone sites, journey timing and duration, safe halting, climate, visibility, safety & security, the traffic density, animal control, population density, environment, communications, emergency support etc. Risk assessment is the systematic way to identify factors that could increase the risk of an accident and ways in which these can be reduced.

Trem card developed helps as guide for managers when considering the hazards and risks faced by an individual or team when travelling at work. This guide covers all potential risks and risk reduction measures specific to particular activities or teams.

Risks associated with operating a fleet are

In the process of operating a fleet, accidents may take place, causing property damage, serious injuries or death. There are Legal issues, Political risks, Media risks, other reputational risks, Criminal inquiries, Loss of public support etc.

A data management system (DMS) shall also be implemented to ensure data from the IVMS/VTS is properly analysed and fed back to drivers and supervisors. IRSFM Driver Management Centre monitor VTS data on a regular basis the following critical data monitored on a daily basis using the VTS

Over speeding data, Journey out of designated routes, Journey during ‘ No move ‘ periods, Unauthorized journey at night, Assessment of abnormal driving behaviours. The record of VTS monitoring and corrective actions taken by the site coordinators and contractors will be checked during the road safety audits.
